Naturalizing non-Kuwaiti husbands

Just now I read about naturalizing non-Kuwaiti husbands in KuwaitTimes

The women’s rights committee in the National Assembly approved an amended draft law to give Kuwait women married to non-Kuwaitis the right to give their husbands Kuwaiti nationality. Citizenship would be granted to their husbands under certain conditions.

The conditions include that the husband should be married to his Kuwaiti wife for at least ten years, they must have at least five children, no divorce is allowed on either side, and that the husband does not have civil rights, such as owning a house or voting in elections.

Good that the law is still in draft form. It is good to have more people in Kuwait and more Kuwaitis around us. I see some interesting things in the conditions requirement like... married for 10 years and must have 5 children... so it is like 1 one child every two years??? hmmmm. Does not have any civil rights... so what is this citizenship all about ??
