Super salary increments

Illegal promotions: The Audit Bureau has disclosed financial irregularities at the Higher Institute for Theatrical Arts, reports Al-Shahid daily. A report issued by the Bureau stated 14 persons in the teaching staff were promoted in an illegal way and as a result this behavior cost the budget more than KD 1 million.

I am wondering what would be the increment which would have led to a additional expense of 1 million KD? taking an average, a monthly salary increase of 5900+ KD... wow... that's amazing
