I think this is not possible directly. I believe only two options are there to change the visa in the domestic sector.
1. Get the sponsor to change the visa from the domestic to work under his/her sponsorship. In short, you can change your residence status and not your sponsor. Once you are in visa 18, then you can stop working after agreement with the sponsor and change that to family visa.
2. Send your family back to your home country and then bring them back on your dependent visa
Check this at the typing center near your jawassat and see if there are any other possibilities
as per the arabtimes article, http://www.arabtimesonline.com/kuwaitnews /pagesdetails.asp?nid=34274&ccid=9 you can transfer the domestic visa to family visa till October 15th. It was there till July 15th.
Its better you go and apply without delay. you can take this advantage only if your family member is here in kuwait before 1st april 2008
