How to renew Civil ID?

Dear friens,

  My husband joined a bank in Kuwait (by job Visa), his salary is 225KD for 1st three months and thereafter 250kd (ie from Jan 2011), we are planning to get family visa. Now his Co: is applying for his Civil ID, stating salary as 225KD. Almost all the procedures has completed.The Co is saying the Civil Id will be renewed only after 2 years.

Pls tell me, is there any other option to get the family visa at this condition? Whether the employee himself can apply for renewing his Civil ID,once the salary is 250KD?

family visa is depending on

family visa is depending on the shoon paper, which prepared during the work visa preparation. which means by the time he gets the visa, his shoon paper must have been prepared with 225 KD as the salary, unless the company changes the shoon paper with the updated salary, you will have difficulty in getting the family visa
