can i change my residence before 1 year in kuwait after changing my article 20 to 18

hi i am working in a construction company since 2 years before i have article 20 and then the same kafil converted me to article 18 as an electrician now i want to get my residence in my company all formalities have been done i get release from my kafil now company is trying to put iqama but sound ministry says you can’t transfer till you finish one year with   same company is this true

or anything else?
