Can a Kuwait Dependent Visa be renewed without a passport? Secondly, can an expat mother keep an expat child from seeing her expat father?

I think the answer for both

I think the answer for both the question is a NO. Passport is required to be in Kuwait and there is no reason, why one does not have the passport in Kuwait while they are in Kuwait.
