new rules for driving licenses?

last week, i read in the news paper that There is a new Rule from wakil wizarat dakhiliya li shooun al moroor (liwaa mahmoud al dosari), for getting a driving license.
they will give a driving license for those who Do Not hold university degrees, under 2 conditions:
1. to have a High salary
2. has been living for a Long period in kuwait.
is this TRUE??? and did they start with it????
